The Italian inland areas are characterised by the presence of a highly valuable natural and cultural heritage; a natural heritage with animal and plant biodiversity and landscape, an important historical, architectural and cultural heritage, but also intangible assets such as culture, traditions, languages that are fundamental elements of identity for the settled communities and are, by their nature, history and structure, producers of social cohesion and a sense of community. This heritage represents an essential resource, not only to be preserved over time, but also to be exploited to activate new forms of employment and income. Internal areas are now widely believed to be fundamental for protecting the cultural identity and physical integrity of the territory. Despite many common traits, the economic, institutional and social geography of the Inner Areas is not homogeneous. A few areas, due to the enhancement of environmental and cultural resources, have obtained superior institutional capacity and greater entrepreneurial dynamism including local societies, and have succeeded in mitigating the marginalisation process, contrasting numerous areas of high criticality, characterised by a growing isolation, from a strong depopulation trend, which is accompanied by indices of old age and dependence far above the average. The objective of this paper is to focus attention on the ability that the organisation of aggregations of environmental and cultural resources on the territory can activate advanced paths of development and inter-institutional cooperation.
